Two workspaces can show different things, for four separate reasons.
The plan
Capabilities are grouped, and a workspace has the groups it is set up with. An area belonging to a group the workspace does not have is not shown at all rather than shown and blocked.
The connections in place
Much of the platform is populated by connected systems. An area that reports on field service work has nothing to show without a field service system connected, and an accounting view depends on accounting data.

The role of the person looking
Access differs by role, deliberately, so that financial detail and administrative settings sit with the people whose work requires them — see roles and permissions.
Two people in the same workspace can therefore see different things, which is the intended behaviour rather than an inconsistency — see a team member cannot do something.
How far a capability has been released
Capabilities move through stages as they are proven. Early stages are limited to a small number of workspaces; later ones are available generally.
A capability still in an early stage is not shown to workspaces outside it. Nothing is displayed as forthcoming, because a control a person cannot use is not useful to show them.
